This quote basically means that if you are using steroids and cheating and you think it is better to enjoy the long term pain of having to deal with it then you are basically a shame to all sports. Sports has to do with competition not cheating or who  can deal with having used steroids or not. Sports like George Mitchell said is something that you do not use steroids as a way of cheating. He then goes on saying that there is nothing worse in sports than a cheater. He then ends his amazingly beautiful quote with a simple yet assertive comment “Don’t do it!” This is a very serious ending of the quote because it just shows that he is a man who is fed up with having to hear “Steroids”, “Cheating”, and “Sports” in the same sentence over and over again. He just wants to see the fun loving entertaining competitive nature sports bring out, not a cheating and evil nature it has become now.
